What is Newfoundland and Labrador Provincial Nominee Program (NLPNP)?

Priority Skills NL was launched on January 2, 2021, under the Priority Skills NL category. The program is designed for Memorial University of Newfoundland graduates with a master's degree or PhD in an in-demand industry, as well as skilled workers with one year of relevant work experience in the last 10 years. This is a new immigration program for highly educated and highly skilled individuals with specialized experience in areas such as technology and Marine science, for whom the demand in NL exceeds local training and recruitment.

Priority skill category programs operate through EOI systems. Applicants need to achieve an EOI score of 60 or above to be eligible for the program. The annual quota is 250-350.

Eligibility

  1. At least CLB 5 in IELTS or Celpip (results should be within 1 year)
  2. Applicants must be at least 21 years old
  3. Intent to live in NL province in a long-term
  4. For In-demand applicants: graduated from Memorial University of Newfoundland in 3 years, with master’s or PhD degree of:
    • Information and Communication
    • Ocean Technology
    • Healthcare
    • Agriculture and aquaculture
  5. 1 year of relevant work experience in the last 10 years in line with NL province in-demand occupation list:

    ① IT Internet related: Engineers and developers, software developers, UI/UX developers/electrical engineers/AI artificial intelligence developers/mechanical engineers/PYTHON developers/WEB developers/NET developers, etc

    ② Science and technology related: Technical expert, data analyst, security expert, cloud expert, computer network support, bioinformation Engineer, research assistant, ROV operator, Marine mapping expert, etc

    ③ Medical and nursing related: Health care positions, physicians, family physicians, nursing assistants, clinical psychologists, medical physicists, radiation therapists

    ④ Agriculture and fisheries related: Aquaculture industry position, captain, agriculture and feed experience, facility technician, deputy manager, field technician, field manager (with water quality expertise), regional manager

How it works

  1. 1
    Jintai Canada Consulting Ltd. will complete a comprehensive assessment with the client, then sign the contract when both parties agreed with the services
  2. 2
    Submit an EOI questionnaire for the client to let NL know that the applicant is interested in moving to NL. The questionnaire includes the applicant's English or French ability, age, education level, work experience, and whether there are relatives in NL
  3. 3
    If the applicant meets the minimum requirements and scores high enough on the questionnaire, he/she will receive a letter of invitation from Newfoundland
  4. 4
    Upon receipt of the invitation, submit a full set of supporting documents to the Province of Newfoundland
  5. 5
    Received provincial nomination for Newfoundland
  6. 6
    Apply for permanent residence (PR) with the Federal Government by the provincial nomination Letter
  7. 7
    The federal processing time is approximately 18 months for the skilled Worker category and 6 months for the EE category. While awaiting the federal PR process, the NL Immigration and Multicultural Office can provide applicants with a letter of support for their work visa application

    Get notification of physical examination and complete it on time
  9. 9
